BBS-Law and Ethics
for Youth Service and Child Welfare Professionals-6 CAMFT & RN CE Credits
TRAINING SUMMARY
This course explores legal and ethical issues for licensed
professionals working in youth and family services and child welfare and
different therapeutic modalities. Topics include an overview of liability
issues, the sources of procedure in our work, and how to minimize liability.
Liability issues specific to youth and family services will be reviewed
including consent,?confidentiality,?and mandated reporting laws.
Ethical and legal practice issues in working with youth and families in
California will be discussed.?The
NASW (2021) and CAMFT (2021) Codes of Ethics will be reviewed with attention to
relevance in youth and family services. The California Business and Professions
Code unprofessional practices are provided. Ethical?decision-making?models
(Kitchener & Anderson, 2011; Luke, Goodrich & Gilbride, 2013) will also
be discussed with practical applications to youth service providers. The course
content is only Legal and Ethical; the research used (Geiderman & Marco,
2020) supports the ethical, legal, statutory, and regulatory standards related
to Mandated Reporting.
OBJECTIVES
By the end of this training, participants will be able to...
- Demonstrate
understanding of client confidentiality in the state of California by
listing at least three legal requirements of protecting and/or releasing
client information.
- Name at least four components of
informed consent requirements in providing clinical services to children,
youth, and families.
- List
at least two legal requirements related to obtaining consent for mental
health services and describe at least two responses for addressing ethical
implications within the consent gathering process.
- Identify
at least three ethical considerations related to professional boundaries
in working with children, youth, and families, and be able to connect them
to guidance included in their profession’s Code of Ethics.
TRAINER BIO
The instructor, Carla Felten, is a Licensed Clinical Social
Worker and has developed and facilitated trainings related to best practices in
the areas of clinical social work, therapy, and parent/caregiver support within
the context of appropriate legal requirements and ethical considerations. She
has supervised and guided clinical staff with implementing relevant laws and
ethics within their scope of practice and has developed onboarding and clinical
training to ensure adherence to these required regulations. Carla has also
developed and delivered a Law & Ethics course specific to Telehealth
requirements which is a BBS-required course for clinicians providing mental
health services within the state of California. Some previous roles have been:
child abuse investigator and family reunification social worker, foster
care/adoption placement worker, Child and Family Team meeting facilitator &
supervisor, crisis clinician, and educator for resource families and treatment
providers. Other areas of focus include: trauma-informed and attachment-based
therapeutic support & parenting, culturally respectful engagement with
children and families, team meeting facilitation, suicide assessment and safety
planning, and child abuse assessment/mandated reporting. Currently, Carla is a
therapist specializing in transracial adoption and trauma & loss. Training
participants and their clients will benefit from Carla’s experience as a child
welfare worker, supervisor, and child & family therapist with navigating
legal and ethical considerations around mandated reporting, assessing for
cultural needs, and confidentiality/informed consent mandates when engaging
with various service providers and systems.
IMPORTANT
You must work with
dependent (foster & probation) youth in Alameda, Contra Costa,
Solano, in order to attend our trainings. Trainings are free for those
eligible to attend.
CONTINUING
EDUCATION CREDITS
Course meets the
qualifications for 6 continuing education credits for LMFTs, LCSWs,
LPCCs, and/or LEPs as required by the California Board of Behavioral Sciences.
Seneca Family of Agencies is approved by the California Association of Marriage
and Family Therapists to sponsor continuing education for LMFTs, LCSWs, LPCCs,
and/or LEPs. Seneca Family of Agencies maintains responsibility for this

provide certificates of completion if more than 15 minutes of each course
content is missed.

name legibly written.
